3.12 Gender and Capacity Building

Capacity building in this chapter includes the creation of an enabling environment to mainstream gender in water and sanitation management through policy frameworks, institutional reforms, and human resources development. This chapter also addresses measures to build capacity at the grassroots level, and programmes targeted for men to sensitize them to the specific needs of (poor) women.
