The impacts of drought and floods affect women more seriously than men, and the impact on their livelihoods has increased because of climate change and human interventions. This chapter examines policies on climate change, water and disasters that need to consider the concerns of both women and men.
Capacity building in this chapter includes the creation of an enabling environment to mainstream gender in water and sanitation management through policy frameworks, institutional reforms, and human resources development. This chapter also addresses measures to build capacity at the grassroots level, and programmes targeted for men to sensitize them to the specific needs of (poor) women.
Gender-sensitive approaches and tools for planning in water sectors are important to achieving efficiency, social equity and gender-equality goals. This chapter addresses tools for gender planning, the use of such tools for improving efficiency and the impact of interventions, including on gender relations.
Gender Responsive Budgeting provides concrete tools for putting conventions, policies, and commitments to gender into practice. It represents the commitment that is needed to reflect the contribution of women to national development efforts. This chapter shows how national budgets can support attention to women and men’s needs and priorities, elevating them to national development priorities.
